A scrub has microbeads in it to exfoliate the skin, and foam is well.. a substance that turns foamy as you wash your face. As for them being the ';same thing'; no because one is beady and one is foamy, but if you mean they ';do the same thing'; then it depends on what you bought. If they're both for oily skin then yeah they are the same just a different way to treat it.
they serve different functions:

cleanser - to clean the face by removing oil/dirt/sweat. use everyday, whenever u need to clean your face.

scrub - to exfoilate the face by removing dead skin, small black heads, 'bumps' on the surface of the skin. this will make your face smoother and clearer, which cannot be achieved by the cleanser. used once a week.
A scrub usually contains exfoliate. I would use that once/twice a week. Use the cleanser daily.
